Academic Administrative Enrichment Programme for Government-Aided Colleges in Goa

The Directorate of Higher Education (DHE) conducted a One-day Academic Administrative Enrichment Programme for Government Aided Colleges in Goa on 9th February 2024 at “Kautilya”, Lekha Bhavan, Directorate of Accounts, Alto-Porvorim.

The objective of this training was to ensure uniformity in the proposals submitted by Government Aided Colleges to the Directorate of Higher Education, particularly regarding recruitment, career advancement, substitute for leaves, and purchases under the pattern of assistance. Three participants from our college attended the programme: Mr. Prakash R. Tendulkar (Accountant), Ms. Shruti S. Nayak (Head Clerk), and Ms. Nikhita N. Mayekar (Junior Stenographer).

The Academic Administrative Enrichment Programme comprised four technical sessions:

Session I, conducted by Ms. Bhakti Naik, Assistant Director (DHE), focused on the recruitment process of teaching and non-teaching staff. Ms. Naik elaborated on the required documents and procedures for obtaining NOC and final approval from DHE for the appointment of regular and temporary staff. She highlighted the checklists and proforma prepared by the Academic section of DHE to streamline proposal processing.

Session II, led by Shri Raghoba Gawandi, Rtd. Joint Director of Accounts, covered Financial Upgradation under Schemes for Non-teaching Staff. Mr. Gawandi explained eligibility criteria and procedures for financial upgradations under schemes like TBPS, ACPS, and MACPS, providing examples for clarity.

Session III, facilitated by Ms. Bhakti Naik, focused on Career Advancement Scheme (CAS) and Leaves for Teaching Staff. Ms. Naik discussed financial upgradations from Academic Level 10 to 11 and Academic Level 11 to 12, emphasizing the need for proposals to be sent to Goa University for approval beyond Academic Level 12. The session continued with Shri Ramesh Mahale, Senior Audit Officer (DHE), discussing the maintenance of Service Books for staff.

Session IV, conducted by Shri Ashwin Shah, Rtd. Joint Director of Accounts, covered Compliance for Audit of Salary and Non-Salary Grants. Mr. Shah emphasized adherence to the Pattern of Assistance and shared examples of audit recoveries due to non-compliance.

Participants were instructed to refer to circulars and checklists uploaded on the DHE website, as proposals not meeting checklist criteria would not be accepted. Additionally, each college was asked to appoint a Master Trainer from among the participants. Ms. Shruti S. Nayak was appointed as the Master Trainer for our college.

The Programme was well-organized and highly informative, concluding with a vote of thanks by Prof. (Dr) F.M. Nadaf, Deputy Director (DHE).
