On 19th April 2023, the Goa Institute of Public Administration & Rural Development organized a one-day Training of Trainers (TOT) on “Sevottam and the Goa (Rights of Citizens to Time Bound Delivery of Services) Act 2013” at Ella Farm, Old Goa. The primary objective of the training was to provide orientation to government officers about Sevottam.
The program began with a welcome address delivered by Ms. Arlette Mascarenhas, Course Director, and Core Faculty-GIPARD, who also briefed the participants about the overall program. The first Resource Person, Shri. B. Yoganath Singh, Faculty (R) NRP-DoPT, GoI, gave a brief introduction about Sevottam, including its importance, quality management systems leading to Sevottam, service delivery excellence, standardizing service quality, public grievances, citizen charter, and citizen-centric administration. The session was interactive and interesting, with participants asking questions and sharing their experiences.
The second Resource PersonShri. N.D. Agarwal, Ex. Collector South Goa District, spoke about the provisions of the Goa (Right of Citizens to Time Bound Delivery of Services) Act 2013. He explained the significance of the Act and how it can help in improving service delivery to citizens. Participants engaged in a discussion on the implementation of the Act and shared their experiences.
The program ended at 5:45 pm and was attended by various government officers, including Mr. Sanjay Velip, Assistant Professor in Economics from the College. Overall, the TOT proved to be a valuable learning experience, helping government officers to gain a better understanding of Sevottam and the Goa (Rights of Citizens to Time Bound Delivery of Services) Act 2013.
