Training for capacity Building of Officers under Component C of NCRMP-II (Capacity Building & Shelter Level Training)

Goa Institute of Public Administration & Rural Development,Ella Farm Old Goa, in Collaboration with Revenue Department and Water Resource Department Government of Goa organized three days “Training for capacity Building of Officers under Component C of NCRMP-II (Capacity Building & Shelter Level Training)” from 12th to 14th October, 2021.The session were from 10.00 a.m. to 5.00 p.m. The topic of the training was “Training for Capacity Building of Officers under Component “C” of NCRMP-II. The main objective of the session was to inform the participants about the various safety measures and how to deal with causalities in the time of emergency.  At the outset, Ms. Arlette Mascarenhas Course Director of GIPARD welcomed the participants and briefed about the three days training.

Day one: 12th October 2021

The Resource Person for first session was Ms. Sapana Bandodkar, Under Secretary Revenue -II Department of Revenue Secretariat. She provided an elaborate explanation on the following topics:

  1. The Disaster Management Act 2005
  2. Phases in Disaster Management
  3. Various Types of Hazards
  4. Incident Response System

For the second session the Resource Person was Shri. Herculano Gil Souza, Station Fire Officer Department of Fire and Emergency Services. He gave live demonstration on how to use fire extinguishers, also explained which fire extinguisher to use for different types of fire.

The third session was by Shri Damodar Zambaulikar Station Fire Officer, Department of Fire and Emergency Services. He explained the basis of CPR(Cardiopulmonary Resuscitation) and how to give first aid in case of casualties.

Day two: 13th October 2021

The first session Resource Person was Dr. Jonson Fernandes, ENT Surgeon and Certified Trainer. He gave brief introduction on Basic Life Support Program. He provided an elaborate explanation of the following topics:

  1. Practical Aspects of Disaster Management Triage
  2. First Aid, Bandaging, Carriage of Causalities
  3. Development of village Disaster Management Plan
  4. Live demo on carriage of Causalities
  5. Vulnerability of the state to various Disasters

For the second Session the Resource Person was Shri Sujeet Kumar Dongre, Programme coordinator CEE Goa State office. He spoke on hazard Risk Vulnerability Capacity (HRVC) Analysis, Rapid Qualitative Assessment and importance of food chains.

Day two: 14th October 2021

The Resource Person for the first session was Adv. Emidio Pinho, Practicing Lawyer and Co-ordinator of SCAM-INDIA. He discussed the crimes related to Women and Children’s and its Prevention. He divided the participants into 12 groups, 3 members each, every group was given a case to solve.

Dr. Yogesh Dessai, Medical Officer-RBSK, Primary Health Centre, Corlim Goa, spoke on medical first aid related to children and protections for COVID-19.

Major Dr.Gunaji Sadanand Dessai gave the participants certificates and a pendrive. The session were attended by 36 participants. 28 participants were college teachers and 8 participants were Junior Scale Officers.

The program was attended by Ms. Pretty Louiza Pereira CTO NCC Navy, Lt. Sandesh Gaonkar, NCC Army and Mr. Sanjay Velip, NSS PO.
